National Institute of Child Care and Education (NICCE) is the only training institute in in Malaysia accredited by SKM (Malaysia Co-operative Societies Commission of Malaysia), the Department of Skills Development (Jabatan Pembangunan Kemahiran [JPK]), and an established local university to equip individuals with the competencies required to become a credentialed professional.
NICCE’s credibility comes from its facility, content, and the professional expertise and extensive experience in this industry.
NICCE was founded in 2022 by the directors of Choo Choo Train Child Care and Kindergarten – the nation’s top ranking early education and care brand voted as the winner of the prestigious Brandlaureate Best Brand Award in Child Care Category and the Consumers’ Recommended Award from the National Consumer Action Council (MTPN).
Always forward-looking and passionate about future possibilities, the brand is reputed for its success in setting up and running child care centres based on well-proven strategies in designing early childhood programs, food menus, standard operating procedures, and training professional employees.
It is through this journey that the directors realized that many early childhood education university graduates lack the skills to meet the standards of professionalism in their work, hence NICCE was established to fill this gap.
With an aim to be a key player in the national drive to power us into the future of early childhood education, NICCE intends to equip every adult learner with strong knowledge and skills foundation to become industry-ready professionals who can contribute meaningfully to the community.
To provide opportunities for underprivileged students in rural areas, especially Malays, to improve their quality of life by pursuing their studies.
To empower women by providing them with the knowledge and skills to build a career in early childhood education and child care.
To equip the community with mothers and mothers-to-be who are competent in caring for and educating their children for the nation, the future population of Malaysia.

Graduates will receive three (3) certificates from NICCE, Sijil Kemahiran Malaysia (SKM) and an established local university to indicate their professionality. Graduates will also advance with career development opportunities including incentive schemes that allow qualifying individuals to jointly manage the centre.
NICCE students can do their practicums in Choo Choo Train’s award-winning child care centres under the guidance of highly qualified teachers and certified industrial experts.
All Malaysians are eligible to enrol. No previous experience is required. Underprivileged individuals from rural areas, mothers or mothers-to-be, nannies, and schoolteachers are welcome to apply.
The course content offers a holistic view into Malaysian early childhood education and child care. It consists of 5 modules covering the topics below:
I. Introduction to Child Care and Development
Get familiar with the characteristics, roles and responsibilities of being a child care professional. Learn the guidelines to the development of infant and toddler early learning and care.
II. Basic Child Care and Daily Routines
Understand the basic child care and daily routines of feeding, cleaning, toilet training and guiding young children towards healthy growth and development.
III. Child Developmental Milestones and Early Education
Deepen your understanding of the intellectual, social, emotional, cognitive and physical developmental milestones of babies and children aged up to 4 years old. Discover methods to handle children’s unique behaviours, as well as developmental delays.
IV. Health, Safety, and Nutrition for the Young Child
Know how you can ensure the safety and well-being of the children in your care. Uncover appropriate dietary recommendations to nourish young minds.
V. Child Care Centre Daily Routines and Standard Operating Procedures
Get support in planning daily child care schedules including drops-offs and pick-ups, physical check-ups, cleaning and sanitizing, daily observations, and handling and reporting emergencies.
